Capital requirements and premium tax schedules are set by statute and they change. A number on a comparison chart with no source and no date is worse than no number, because it will end up in a board paper and nobody will know when it was last true.

Where a domicile leaves an amount to regulatory discretion or publishes a range, that is what you will see here. We do not invent a point estimate to make a table look tidier.

Domicile choice is a business judgement, not an actuarial finding. The workbench scores these domiciles against seven dimensions with weights you control, and shows the reasoning behind every score. There is no single best domicile, only a best fit for a stated set of priorities.
